TTCF Community Response Framework (Update 5.13.20)

Tahoe Truckee Community Foundation, including the Community Collaborative of Tahoe Truckee, along with multiple regional entities are working closely to respond to the COVID-19 crisis and address community impacts. With our first round of funding, we were able to quickly target funds to help core safety-net organizations build critical business infrastructure to move operations virtually and prepare for scale. We are happy to report that they have successfully scaled their operations and created new partnerships to meet the growing demands. We see a continued need for safety-net efforts, as well as the need for new infrastructure to support business and community reopening. To facilitate conversations, identify needs, and raise and deploy funds, we have developed the following framework.

Our community is made up of a vibrant nonprofit community that benefits our region, resulting in a more creative, caring, and effective community. Many of the nonprofit grantees have been supported by TTCF and our donors for more than two decades. TTCF is sensitive to their needs and is responding by raising dollars through an Emergency Response Fund. Community Response Framework:

Food Accessibility – Scaled operations are in place for key organizations, however, coordinating capacity across existing nonprofit and new business efforts is needed. Funding focus is needed on achieving efficiency in distribution, investing in existing infrastructure, and ensuring the most vulnerable are served.

Mental Health & Substance Use – Long Term effects of isolating and social distancing are creating increased demands on the existing rural system with very few supports. Focused funding is needed for key organizations to continue delivering programs for stigma reduction, crisis intervention, violence prevention, substance use disorder, suicide prevention, and new platforms for youth and adult direct services.

Shelter and Housing – New resources are now in place to help ensure the homeless population is being served in a healthy and safe way. Creative partnerships have emerged to provide safe shelter for families fleeing violent situations. Currently, rental assistance is a growing need with many folks out of work past 30 days. Philanthropy is currently exploring how to use grant dollars to incentivize landlords to reduce rent. Funding should be leveraged with public and philanthropic funds for direct relief. New coordinating capacity is needed to support administering funds.

Childcare – Many community members that support our tourism-based economy are anticipating getting back to work. Childcare facilities have closed and school is not opening physical operations anytime soon, leaving a gap in providing care for our children. Funding should support existing entities that can expand their service and establish the right operational strategies, such as new safety protocols and “ratios” that must be maintained, along with supplies to protect children and workers.

Business and Community Supports – As businesses reopen, it is important for their workers and customers to be safe and healthy as we all work towards recovery. Funding should focus on supporting collaborative efforts that provide technical assistance, assist with standard operating procedures, and coordinate messaging for community and visitor safety.
